I think a couple of reasons. #1) With both parents or most having to work theese days children are left alone a lot more & peer pressure to do whats wrong is high. #2) Mom & Dad tend to bail their kids out of small problems at 1st with good intentions but it breeds a lack of respect or fear for the law.
